It’s an expansion pack that could have been DLC had it not been for the movies. Still bloody good, though.

Yes is the short answer. And you need a short answer with only half a page of space. Kane is back from the dead and is reviving the disheveled and splintered NOD armies. You take control of his forces and will be asked to display increasing tactical adeptness during each mission to beat the other factions into submission, while all the time suppressing GDI forces.
Most notable is the re-inclusion of intermission movies in which our dastardly beardo hams it up with some of the most pleasurably sh*tty acting we’ve ever seen. But there’s a knowing wink that the producers know as well as you do that it looks like it was made in someone’s bedroom and that none of the costumes fit properly. Therein lies its charm. It’s a tenner cheaper than C&C 3 (good on yer EA) on account of the fact that it didn’t cost as much to make, being an extension of the first game. If you liked C&C 3, Kane’s Wrath comes highly recommended.
